APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be amended to reflect the following
awards and decorations:
1. Cold War Medal.
2. United Nations (UN) Medal.
3. Any other medals he may be authorized.

APPLICANT CONTENDS THAT:
His DD Form 214 shows no medals but there should have been some
awarded for his four years of service with 18 months overseas.
In support of his request, the applicant provides a copy of his
DD Form 214.
The applicants complete submission, with attachment, is at
Exhibit A.

STATEMENT OF FACTS:
The Cold War Medal is a commemorative medal and is not awarded
or issued by the United States government. These medals are
primarily celebratory display medals rather than official awards
or decorations and can be obtained through a commercial source.
The UN Medal is awarded to service members who are or have been
in the UN service with one of the following: UN Observation
Group in Lebanon, UN Truce Supervision Organization in
Palestine; UN Military Observer Group in India and Pakistan, UN
Security Forces, Hollandia, UN Transitional Authority in
Cambodia, UN Advance Mission in Cambodia, UN Protection Force in
Yugoslavia, UN Mission for the Referendum in Western Sahara or
UN Operations in Somalia to include US Quick Reaction Force
members, UN Iraq/Kuwait Observation Group and UN Mission in
Haiti.

AIR FORCE EVALUATION:
AFPC/DPSID recommends denial of the applicants request for
award of the Cold War Medal. DPSID is unable to verify award of
commemorative medals; nor can commemorative medals be included
on the DD Form 214. However, the Cold War certificate
recognizes members of the Armed Forces and civilian personnel of
the US government who served during the Cold War. The endeavor
is being conducted by the Department of the Army and the
applicant can order his certificate on line or write to the
address provided.
DPSID recommends denial of the applicants request for the UN
Medal. After a thorough review of the applicants official
military personnel records, DPSID was unable to verify the
applicant was recommended for or awarded the UN Medal, or that
he was in the area of eligibility for award of the UN Medal.
Upon final determination by the Board, DPSID will
administratively correct the applicants records to show award
of the Air Force Good Conduct Medal (AFGCM) and the National
Defense Service Medal (NDSM).

APPLICANTS REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 19 Sep 2013 for review and comment within 30 days
(Exhibit D). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that relief beyond
that already granted administratively is not warranted.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
